Basics
Sometimes all it takes is a few tweaks to fix the problem. Try lowering your video settings if you have a problem with the game. Try restarting your computer. If you want to, also try reinstalling the game. Steam Support

Counter-Strike: Source System Requirements
If you're having trouble with your Counter-Strike: Source, are you sure it's not your computer that's causing it? Make sure your computer fits the system requirements. Recommended:
CPU: 2.4 GHZ, Video Card: 128 MB DX9 Compliant with PS 2.0 support, Sound Card: Eax Compatible
Updating DirectX
Have you tried updating your DirectX? Even if your DirectX already matchs recommended or minimum requirements try updating it on the web site any ways. Sometimes games can't even run because you have a out of date DirectX. It's also never bad to plan ahead.
Updating Graphic Drivers
If you think the problem is your graphic card, update the graphic drivers. Properties>Settings>Advanced>Adapter>Properties>Driver>Update Driver
